China's total number of mobile phone users has exceeded 500 million in the first half of 2007, but the new fixed telephone subscribers only 4.862 million to 370 million. Traditional fixed-line business has already advanced into the mature and stable period, and mobile voice and video data business showed strong development momentum. Stimulating demand in the market, investment in the development of mobile communications network has increased year by year, RBS mobile base station construction projects as the main communication network shows the characteristics which are like an ever more rapid technological innovation sustained, short construction periods, the session, the volume.This paper is based on project management organizational structure and combined with the theory I have been engaged in RBS with the base station construction project management experience in practice so long time, also studied the Shenzhen mobile network construction projects, we discussed the organization management model and the use of the supervision system of structural issues and then recommend a system analysis model and improving direction for such works from the operators and contractors perspective; At the same time, the paper is given the Economic Analysis and discussion for the strategic significance of implementing the surface bidding system, communications operators and construction units to build the project implementation approach. Finally from the perspective of risk management, the effective measures were given from management communication and co-ordination areas in the contract to avoid losses of the two sides.Hope this article is helpful for the similar communication engineering to improve the efficiency and management of innovation.
