G company is the electronics manufacturing enterprise, which was transferred into joint-stock from the state-owned enterprise in the year 2000. As the company's predecessor, G microwave tube factory currently is the nation's largest military research and development manufacturing enterprise of microwave tubes. Because the core manufacturing resources investment and the single equipment value are high, manufacturing operations and product development activities running in the same production lines and with the same manufacturing resources, production operation management and product development management system coexist in the enterprise's management system. Because of differences of operation and projects, in the actual management, conflicts have arisen out of core manufacturing resources, production planning and projects, as a result of that production plans and tasks product development project can not be completed on time, it has seriously constrained the G company's market competitiveness improving. But in the field of project management researching, deeply study of this is not really over. And this is precisely problem in the practice of project management as the most pressing issue in this type company like G which operates and manages enterprise by operation management for the long-term management methods.This paper focus on the analysis of G company microwave tube plant in production operations management and product development management & practice coexistence in production management system, and root cause analysis on the basis of using of production operations management, product development the project management theory, researching and coordination of the two co-exist, then using perspective, the proposed systematic program.In this paper, research results are the long-term operation as the main management approaches for the management of manufacturing enterprises, in the practice of project management, between the core and manufacturing resources which facing by enterprise, the production business plan and product development project, enterprise project management capabilities and enterprise operation and management conflicts a lot. On the basis of the issues possible resolving ways, supply a new line of thought for G's type manufacturing enterprises on Project Management.Through analysis and researching, the following conclusions can be drawn: Enterprise is a system. In enterprise management system, enterprise production operations management and product development project management are two different management systems. Conflicts' roots are the difference between the production operations and product development activities, as well as the relative independence of their management system and the limitation of core manufacturing resources. Establishing the management system between enterprises plan and the core manufacturing resource, transforming enterprise management organizations and enhancing their project management capabilities and unified core manufacturing resources allocation and dynamic management, is a systematic problem-solving and conflict effective countermeasures.
