Research, Regional Technology Innovation Service Capabilities Based On The Allocation Of Resources

In the era of knowledge-driven economy, it is remarkable day by day to the promotion of economic development to innovation. The level of regional technological innovation capability determines the level of speed and level of economic development to a large extent. Since Lundval proposed the concept of national innovation system, numerous domestic and international scholars have launched extensive research on the national innovation system in different aspects. Among them, the research range in the regional aspect included: the concept, content, form, function of the regional technological innovation system, regional technological innovation capability and its evaluation, etc.. Aiming at the concept, content, evaluation system and influence factors such as aspects of regional technological innovation capability, academia have started a large number of qualitative and quantitative researches and have obtained a lot of research results. As regards actual conditions of our country, the economic development of every region of our country is uneven, there is a comparatively remarkable difference in the regional technological innovation capability among different areas, and the regional technological innovation capability difference will probably aggravate further the disparity of economic development levels among the areas. In order to probe into the reason why the regional technological innovation capability disparity produces among the area, the paper makes a preliminary study on the upgrade path to the regional technological innovation capability, with the technological innovation, economics and management theory and other disciplines, from the angle of the realization subject of regional technological innovative service and the angle of the allocation of regional technological innovative service resources.This paper firstly defines the realization subject of regional technological innovative service, and carries on a category research, especially analyzes the main features and the mutual relationships between the publicly-owned and the privately-owned realization subject of regional technological innovative service, according to ownership. Secondly, the paper defines the concept of regional technological innovative service resources, probes into the characteristic and interaction of publicly-owned and privately- owned regional technological innovative service resources, divided for standard according to ownership attribute. Moreover, combining the ownership attribute of realization subject of regional technological innovative service and the ownership attribute of regional technological innovative service resources, this paper carries on the theoretical research to the allocation mechanism of the regional technological innovative service resources. Finally, this paper analyzes the regional technological innovation input and output efficiency of the city selected in real example, and explains the real example results in terms of regional technology creative service, and then proposes the promotion routes and countermeasures of regional technological innovation service capability.
