It has always been not definite how to adapt the management mode of social public telecommunication market since Hunan Tietong established. To resolve this problem, the author explains the correlative knowledges of the strategy management, and analyzes an existing management mode of Hunan Tietong, such as SWOT(strength, weakness, opportunity, threat)of the telecommunication market developments, organization frame, information-based ability, management principle, the market competition method, etc. At the same time, it's expected that the strategy mode would been improved on such aspects as the fixed position, organization frame and management flow, manpower resource construct, information construct. The new mode pays attention to advantages of oneself, adapts the characteristics of telecommunication market, that is to say, the contents, the marketing and the brand are emphasized. So that we can turn to a modern enterprise quickly, and keep on the healthy development of Hunan Tietong.Finally the paper also puts forward the advices in order to realize the goal of company's fast-developing distant view. Including raises core competencies of the enterprise, widens the financing channel and strives for state policies' support, etc.
