Human resources is the most active factor in the factors of production. Regarding an old branch factory, Shuigang Sintering Plant in Shui Steel Group, it has become the key points of sustainable development to build a large, optimized and qualified human resource contingent, to take full advantage of the enthusiasm, initiative and creativeness of all kinds of talented people and to perfect the human resources management system. Especially under the continuous growth in the industrial scale and technological and equipment level conditions, it has a farther-reaching significance to research the manpower development. According to the human resources management condition in Shui Steel Group, combining the present situation and the characteristic in our branch. We should adopt the following measure. First, improve the quality staff. The leading bodies should be outstanding, the corporate culture should be advanced, the staff-training development should be systemic, good atmosphere that enables the brightest people to come to the fore should be created. Second, establish the powerful incentive and the restraint mechanism, including competition drive, inspection drive, salary drive and so on.With the development in social economy, the form of organization to an enterprise constantly changes, it is confronted with internal and external environment such as the political, the economical and the social environment are more and more complex. The traditional personnel management already could not adapt the objective form change, "the time that personnel department is responsible for providing present ticket and holiday food is gone, never to return". The modern human resources management is not only these business work, but also must be responsible for the bonus, the salary, the personnel adjustment, the personnel forecasting, the plan formulation, the staff's behavior, the interpersonal relationship, the organization development, the quality control, the demand analysis, the staff training, the project evaluation, the investment report etc.
