The main purpose of this study is to research the Integrating degree and relationshipbetween Human Resource Management (HRM) and Development Strategy (DS) of JidongDevelopment Group, to explore the HR risk which should be avoided when practicedevelopment strategy during the12th Five-Year Plan and even later, to Replenish, improveenterprise development strategies, to solve practical problems and to laid a solidfoundation for long-term healthy and rapid development. For this topic, the method ofcombining comprehensive analysis and logical induction, survey analysis, charts andmodel analysis, quantitative and qualitative are adopted.Firstly, we analyze the internal and external environment faced by JidongDevelopment Group, elaborate on its development strategy, and lay a good foundation tolocate the position and role of HRM in DS, though analysis of current situation ofimplementation of HRM and DS.Secondly, through questionnaire in representatives of all hierarchy and position, weanalyze the Integrating degree between HRM and DS, from which we can see that thereare still many problems in HRM, and that is bottlenecks and constraints in the process ofenterprise strategy implementation.Thirdly, we summarized that the advantage of enterprise is the solid human resourcebase, the employee between40-55years old have rich technique and experience and stableas well; the problem is short of suitable professional talents during enterprisetransformation development, the stuff under35years old are not stable, unsmooth ofpromotion channel for talents with ability and technique, employee benefits are far belowthe market level in the industry, poor performance appraisal objectives and the lack ofscientific rationality and etc.Finally, in the strategic target and guiding ideology implementation of Internationalgroup with multi-industry and division Industry and trade combination, based on the fiveplates of cement-mixed, concrete, equipment, real estate, and mining, take efforts toimprove human resource issues, reinforce human resource management infrastructure, tobuild long-term development of competitive advantage, and make the human assurance toachieve the strategic goals.
