Baiyun District, Guiyang Land Economical And Intensive Utilization Research

In recent decade, the economic development of Baiyun area of Guiyang is rapid and the urbanization advancement speeds up day by day. In one hand, basic investment on fixed assets, real estate development and infrastructure are increasing rapidly, On the other hand, some output index like Baiyun area's national incomes, the gross value of industrial output, the financial revenue and so on also grow rapidly. And the urbanization level of the corresponding period enhanced from 64.45% to 68%. Along with the economical development and the urbanization advancement, the scale of construction land consumption also expands year by year, the construction land increased from 2521.60 hectares in 1996 to 3488.52 hectares in 2005 with 966.92 hectares added to the data. According to the speed of economical development, urbanization development as well as various forecast of Baiyun area, in future several years or more, the Baiyun area economic society development and the urbanization advancement will maintain the quick speed. But Baiyun area is a land resource relatively deficient region, might the land be also less and less in the next development, and the land resource which is suitable for construction will be extremely limited, the sustainable development of Baiyun area encounters a stern challenge. In the limited space, Baiyun area is in a dilemma of "fast development" and "sustainable utilization".To solve the incisive contradiction between people and land, we must establish economic method of land utilization and push the radical transformation of land employment way. The study of the saved land and intensivism land is an internal requirement for Baiyun area to positively fulfill scientific development and conduct the construction of resources conservative society. It is also an exploring research on realizing the balance between the needs of construction land and basic farmland and at the same time, meets the requirement of compressive local economical development.According to the current situation of Baiyun area' s economic development, this article analyzes tne mode of urbanization and lands utilization both in China and abroad, designs the goal and system of economic land use and intensive land use, proposes pertinent policy suggestion for implementation.
