Study On The Ways Of Citizen Participation During The Urban Governance

City is a window for a country, and the development of a city impact on the image of the city government and the whole country in public. At the same time city is also the carrier of economic development in a nation, and take the main responsibility to exchange and compete with the outside world. The urban government in the management of the world managed all the cities of most countries. Cities are all the government's duties mainly. The government has taken on all functions and obligations of city. It is adapted with the single main body of city management and the simplex environment. However, because of the pressures and challenges resulting from global economic integration among countries, it's hard for the traditional management model to make rapid responses; a single- function government can not be asked to make timely adjustment policies in response. China's urban management is in the changing environment both inside and outside the transitional period, this city on China's management of a challenge. The transitional period both inside and outside environment make challenge to our city management. China's urban management obviously lagged behind the Western developed countries urban management model, and lags behind China's economic development and people's diversified needs of urban management. In view of the failure of the state and the market, more and more people started to pay attention to "governance" mechanism to resolve market and the country's failure.Now citizen participation has become the universal form and indispensable part of urban governance structure in developed countries. Citizen participation is the inevitable requirement of diverse development of a modern city concept, is the basic characteristics of public administration process into democratic administration. Citizen participation reflects the new public management concept, adapted to the needs of modern urban development. However, China's urban governance in civic participation still exist many problems, such as lack of awareness and the vacancy participation system , resulting the non-scientific nature of the decision-making, and low efficiency, high costs, lose fair and harm the public interest More administrative acts have occurred in urban planning, construction and operation , making urban governance from the decision-making to implementation, from process to results are not consistent with the interests of the majority and causing the waste of public resources and excessive use. City managers must transform functions as soon as possible, establish a strict system of citizen participation, and improve the legal protection of citizen participation.In this article, we discussed the general theory of civic participation from the perspective of urban governance and learn from the practice of public participation of western developed countries, analyses the status of China's public participation in urban governance and the problems existed in the way of citizen participation deeply, and provide a suggestion to select a better way of o participation in city governance for citizens.
