At present, due to the fact that the general agriculture development level of our country is lower, great potential existed in the future farmers' revenue, in the urbanization speed and the farming intensives. Bright foreground is existed in the marketing of agriculture machinery, which will bring the scare opportunity for the development of the tractor business. But the economic development and the new posture under the system reform, along with the entering of the foreign capital after China's entry of WTO, the business of agriculture machinery, esp. the tractor business, is facing inarguable competitive pressure and challenges. How to face this kind of opportunity and challenge is a question that needs to be further discussed. Here's the chosen case study objective: one of the states' big tractor manufacturing enterprise-- Shandong Weifang Tractor Group Co., Ltd. Firstly, Trying to make strategic development plan for Shanweituo which is under the dynamic compete environment, based on the abundant first hand materials and the statistic data, using the theory of the Strategic Management, analyzing both the inside and outside factors of the enterprise, Secondly, by adopting the technique of SWOT and GSM, etc. That "Shanweituo" is in the inflexion of marketing competition from inferior position to (potential) strong competition position, while the tractor business is also in the potential market inflexion from slowly growing to fast development. Thus the enterprise should take such strategic into account as new product development and the service innovation, strengthening the pervasion of the current market and the exploitation of the new market. And at last, Implementing the balanced scorecard to the management of the enterprise strategy, to the four layers of finance, the clients, the internal operations and the learning growth, to draw a strategic map for the enterprise strategic management. And the key index for evaluating the operating performance was also designed.
