With integration of the global economy and China's rapid economic development, both external environment and internal changes confronted by enterprises are in drastic changes. Gradually increasing competition and pressure impelled enterprises to strengthen strategic awareness and management. Performance management system with strategy as its core to turn strategy into measurable indicators, which enables enterprise departments and employees carry out their activities centered on strategy so as to enhance the competitiveness of enterprises, thus realizing constant circulation between performance assessment and performance improvement as well as between strategy implementation and strategy amendment. Finally enterprise strategic target can be achieved.In this paper, the author applies the Balanced Score Card principle to establish a strategy-oriented performance management system to address the problem of how effectively integrate performance management andstrategy. First, form the inter-linkages between performance management and strategic management theory, the thesis tries to reveal theoretical significance and necessity of the establishment of strategy-oriented performance management, analysis of strategic relationship between strategic management and performance management, and basic requirements and principles to implement strategy-oriented performanceanagement. Then, the author uses HGY cooperation as background toanalyze realization of strategy-oriented performance management model,including analyzing method of performance target set, performance plan,erformance monitoring and feedback, application of performance results, as well as how to apply the balanced score card to reality to order to connect goals of department and private person with enterprise strategy. At last, the author tries to probe into the implementation suggestions and the proposed measures of strategy-oriented performance management system.
