As the aggregates of cities, urban agglomerations are exerting more importance in international competition. In contrast with single city, the whole competition of urban agglomerations is stronger. Its development directly influences competitive superiority. Today, in the period of high level economic development and high speed urbanization, the Urban Agglomeration will become the main form for the development of the cities in the middle and south area of Hebei province and the research about the Urban Agglomeration has been the focus.Based on the review the urban spatial structure and evolution research theories of urban agglomeration, considering the development history and conditions of the Urban Agglomeration around the capital city of Hebei province, synthetically using the theories of urban geography, regional economic geography, urban economics, and combining the qualitative analysis and quantitative analysis methods, establishing the corresponding mathematical models and indices, the paper amply analyzes the Urban Agglomeration around the provincial capital of Hebei. And then the paper evaluates 14 cities` comprehensive development level and 4 core cities urban flow intensity. On this basis, integrating the spatial distribution and the development trend of the Agglomeration, the paper identifies the Agglomeration to be a medium-size one and on the fledgling stage, which economic development is at the stage from factor-driven to investment-driven. The paper puts forward the supposing of"axes-strap"development style, pointing out that the Agglomerations development concept should be "a nuclear, two regions, one main and two subsidiary axes ". In the end, according to the current problems, the paper brings forward the corresponding measures and suggestions.
