At present, China's urban agglomeration areas accelerate to make economic and social transformation, and so did the process of urbanization, thus the urban agglomeration come into the high-speed growth period. As China's process of building a moderately prosperous society is promoted and enhanced overall, the competitiveness of the urban agglomeration has been raised to the strategic height of concerning China's economic development. The concept of the urban agglomeration was first proposed in Party's Plenum (from October 8, 2005 to October 11, 2008). In the "Eleventh Five-Year Plan", it's clearly required that the Pearl River Delta, Yangtze River Delta, Bohai Sea areas should continue to play the role of leading and irradiating the inner land's economic development, strengthening the division of work and the combined strengths among cities in the region and enhancing the overall competitiveness of urban agglomeration, which is the strategic plan according to the new situations of China's urbanization development in recent years. Enhancing the overall competitiveness of the Pearl River Delta, Yangtze River Delta, Bohai Sea areas further is one of the major strategies for now and quite a long period of time in the future of China's economic and social development.In recent years, the study of the competitiveness of urban agglomeration began to win great concern of the scholars, but because there is no full consideration of interaction between cities, so the research is actually the general regional competitiveness study. Although some studies have taken the interaction between cities into consideration, the content of the interaction between the cities does not embody in the city scales, structure, function and development environment, so the study of the competitive of the three urban agglomerations is the general regional competitive study. In view of the above-mentioned shortcomings of the existing research, this paper takes the second class cities in Pearl River Delta as research objects, tries to build the second class urban agglomerations competition model that fully reflects the interaction between cities as well as the interaction between the affecting factors, which applies "multi-dimensional multiplier rule" and evaluate the overall competitiveness of the second class cities in the Pearl River Delta and analyze its regional differentiation and development of the overall competitiveness. And on this basis, the effective way to promote the overall competitiveness of the second class cities together and thus increase the overall competitiveness of Pearl River Delta city group is proposed.The article is divided into six parts: the first chapter is introduction, which gives out the background of topic-choice and research significance, review the competitiveness status of urban agglomerations at home and abroad and clarify the research methods and the research area defined in this paper and analyze the possible innovations; The second chapter is an overview of relevant theories for the urban group, which analyze the urban agglomeration's definition, concepts, characteristics and functions; Chapter three is the general analysis of the competitiveness of the urban group, which introduces the connotation and characteristics of the competitiveness of the urban agglomeration, analyzes the difference of urban competitiveness and the competitiveness of the urban agglomeration, and explains the related theoretical models of the competitiveness studies of the urban agglomeration; Chapter four is the analysis of the Development of the second class cities in Pearl River Delta, which elaborates the status of the second class cities in Pearl River Delta, the formation and development process and the definition of the problems and their causes; Chapter five is the empirical analysis of the second class cities in the Pearl River Delta, which first introduces the principles of establishing evaluation index system, second describes the theoretical model of the overall competitiveness of the second class cities urban agglomerations, and proposes the evaluation index system and evaluation method of the overall competitiveness of the second class cities urban agglomerations on this basis. The second class cities urban agglomeration of Guang Fo Zhao, Shen Guan Hui , Zhu Zhong Jiang are chosen as the object of study, analyze the competitive differences and the regional differentiation characteristics of the overall competitiveness of the second class urban agglomerations according to the established evaluation system; Chapter six proposes the countermeasures to enhance overall competitiveness, which proposes the basic way of enhancing the overall competitiveness of the Pearl River Delta according to the regional difference of the comprehensive competitiveness of the second class cities in the Pearl River Delta and the characteristics of development and evolution...
