Poverty is a worldwide social problem and abdicating poverty is a common task that human beings have to face with. China is the biggest developed countries of the world, alleviating and abdicating poverty so as to realize the common wealth of all the people is always the goal of Chinese government. Since the reform policy, facing the problem of large-scale poverty, China has implemented a series of measures to release and abdicate poverty such as propelling rural reform, making large-scale poverty exploit, the Seven-Year Priority Poverty Alleviation Program and so on , which release the rural poverty strongly.During the new century, the CPC analyzes the experience in socialist construct, proposes a scientific development outlook which contains people-centered, common and insistent development in a higher and broader viewpoint based on our country's new development period and international surrounding's deep change. When using the scientific development outlook to guide the economic and social development, we should implement this outlook in the government poverty exploiting and using it to guide China's poverty alleviating course. In the guide of scientific development outlook, our country's poverty alleviating course should change its development mold, that is to say, transforming from the traditional development mold to the view of scientific development outlook. This shift on mold will affect our country's poverty releasing course very much and will lead our country's poverty alleviating course to a new phase. Therefore, studying the rural releasing poverty policy in the scientific development outlook, on one hand, we should observe the implements in the rural releasing poverty exploit, on the other hand, it is a useful path to adjust and innovate the rural anti-poverty policy, so this study has an important theoretical and practical value.This thesis studied the challenges and ordinations of the rural anti-poverty policy in the scientific development outlook. First, the thesis made a short historical retrospect on our country's rural anti-poverty policy since the reform, mainly made the rural anti-poverty policy's several ordinations clear and played an emphasis on the contemporary rural anti poverty policy, this provided a base for the following research. Then, the thesis studied the challenges that our country's rural anti-poverty policy faced, it pointed out the challenges that the conception of people-centered, common development, coordination development and insistent development made. Following this, the thesis analyzed the adjustment our rural anti -poverty policy made under the view of scientific development outlook, based on the above discussions, the thesis proposed some detailed measures to adjust the rural anti-poverty policy. At last, the thesis drew a concise conclusion.The thesis tries to make innovations in the two aspects:First, the thesis use the view of scientific development outlook, pointed out that he conception of people-centered, common development, coordination development and insistent development are the core value of rural releasing poverty policy.Second, the thesis analyzed the challenges that our country's rural anti-poverty policy faced under the scientific development outlook and proposed some detailed measures to adjust the rural anti -poverty policy.
