| Poverty Alleviation is an important topic of Social Security Study. With the high speed economic growth and the enhancement of people’s living standard, social poverty problems are also increasing. The income gap between the rich and the poor is widening dramatically. To eradicate poverty and promote social development has been a main target of the UN, many international groups and countries. In modern society, to provide basic social security for poor people and help them achieving the status of economic independence is a basic governmental responsibility. As one of the largest developing countries, China’s poverty problems, especially rural poverty problems, have been the attention focus for Chinese government and the whole world. With30years of anti-poverty practice, China has achieved a remarkable success of poverty alleviation. However, China’s rural poverty problems are still serious. The traditional rural social security, which based on the basic cost of living allowances and five guarantee system is not sufficient and sustainable for Chinese rural poverty alleviation. Therefore, based on the perfection of traditional rural social security. Chinese government shall also establish a series of development-oriented poverty alleviation social policies. By means of different kinds of capital investment, social policy for development can help rural poor people get rid of poverty and become better off on their own.Microfinance is a kind of financial service with a nature of social poverty alleviation targeted on the poor, which has an immense impact on a global scale. It is not only a financial item combined with social innovation and household-oriented poverty alleviation, but also a anti-poverty tool for economic and social development. In the past30years, many countries have promoted microfinance projects, and the UN declared the year2005as "The Year of Microcredit". Since the1990s microfinance introduced into China, the policy has achieved rapid development in the rural areas, made a great contribution to China’s poverty alleviation, and also met many new problems and challenges.This study firstly introduces the international microfinance practice and development trends to illustrate the significance for Chinese microfinance development; then elaborates Chinese microfinance policy and practice, providers and demanders to summarize the situation and meeting problems of Chinese Microfinance. Based on the above literature review, the study makes a field research in rural China to make conversations with different actors of microfinance in rural areas.Based on the data, we can understand the real situation of Chinese rural microfinance and illustrate the difficulties and problems of microfinance policy encountered in practice, and then put forward some policy suggestions. |
