Political Science In Anti-Poverty: A Study Of The Changes In Anti-Poverty Policy In New China

The issue of poverty is the reality which national country has to face to in the course of political development.Since the establishment of PRC has gone through 68 years,this time is not only the Communist Party of Chinese who constructed socialist history,but also the history of against poverty.History is always deeply influenced by political factors.This paper attempts to make political interpretation in Chinese anti poverty policy history.In order to tap the political logic of anti poverty policy,and explore the political development path of China.The first part is mainly containing the research background,the significance,and the research literature review of anti-poverty policy.The review is based on some important literature,and through the anti-poverty theory and policy two aspects make the type theory carding and analysis.In the second chapter,in order to achieve the political interpretation of anti-poverty policy,the author establishes a framework.The framework is a reference to the political system theory.Chinese Communist Party's political value of power,ruling position,the governance of the state is part of "soft system",the implementation of the policy and policy tools choose are the part of "hardware" of the political system.Political value determines the contents of anti-poverty policy,then policy through the "hardware" political system into practice.Then practice of political performance outputs the political system,and reality turns affect to the political subject value choice.The third chapter is policy content presented which since 1949.Over nearly 70 years of anti poverty history can be divided into three periods: anti poor during 1949-1977,under the planned economic system;anti poverty during 1978-2000,under great reform and opening;anti poverty during 2001-now,under the comprehensive construction well-off society.The forth part is going to makes a political interpretation through the framework.In the "software system",the CCP political value of political from one-sided understanding of socialist development become to realization of socialist modernization construction and with superiority,and today,the value of CCP is building a well-off society and realizing the great rejuvenation of the China,to achieving Chinese dream.Poverty policy of institutional improvement and department is specialized,the selection of policy tools with value rationality,instrumental rationality,system rationality unified.In aspect of the policy performance,the national anti poverty policy towards comprehensive in order to obtain legitimacy;implement of anti-poverty policies can protect the rights of citizens,citizenship can be realized;The government identity and citizenship realized are promoting the construction of a modern state.And with the interpretation,we can find the logic of China's political development.The last part of the paper,author analyzes the problems of China's anti poverty policy in the future,and outlook for the prospect of China's anti poverty policy.
