The Research On Rural Anti-poverty Policy Of China In The New Period

Poverty, as one of the most challenging"3P"confronting all human societies, has become a fatal subject for urgent solving. From 1986, the Chinese government, through making favorable policies, began to implement support poverty movement on a large scale. China has achieved a lot in anti-poverty movement. The rural absolute poverty population has decreased from 250 million in 1978 to 23.65 million in 2005. Poverty includes absolute poverty and relative poverty. This article mainly researches on the condition of absolute poverty in countryside. The reasons why absolute poverty mainly occurs in countryside are: the accumulation of natural factor and history factor, the vicious circle of human amount and quality, the affect of dual economy system.Anti-poverty is a kind of public goods. Because of its non- exclusiveness, non-monopolistic, and exterior economic effect, the government should be the leadership, the organizer and the superintendent in anti-poverty.Government's position in anti-poverty should reflect its function on public service, and at the same time promote economy development, help to improve people's diathesis and ability in the poverty.As obtained great achievement in country anti-poverty, our policy of government still exist many problems: The policy of regional economic growth does not benefit to poverty people; Rural anti-poverty financing is not enough, transfer payment deviates its aim, credit fund does not use with accuracy, and anti-poverty fund is mismanaged; The investment of human resource is disregard; The function of social security system is ignored; The anti-poverty activities lack participations of NGO and people in poverty ,etc.As most rural people have solved the problem of food and clothing, Chinese anti-poverty task has come into a new period to reinforce efforts. Confronted with new situation, government's anti-poverty policy should thoroughly transform to realize new goal. The key factors to realize anti-poverty aim contain improving human qualities, speeding up economic development in the poverty-stricken rural areas, enhancing the efficiency of anti-poverty, innovating and reforming the anti-poverty system. At last,based on experiences of foreign government's anti-poverty policy ,the thesis offers several proposals for Chinese government in the process of anti-poverty.
