In the recent 20 years, China's tourism industry has had a remarkable achievement. And China has become a major tourist country with its tourism industry among the highest in the world. Currently, the travel agencies is facing a good opportunity as the national living standard is rising,consumers'awareness is changing and the government's determination to develop tourism is firm. At the same time, they also face a fierce competition from foreign counterparts. Thus the native travel agencies must develop their core ability by allocating and using the resources efficiently within the limited time.Among the factors affect the competitiveness of the travel agencies, the efficiency of human resource management is a very important one but also is always a weak point in china's travel agencies'management. Traditionally, the owners tend to"emphases the material resources but neglect human resources"which directly cause the low efficiency in the usage, cultivation and encouragement of the human resource. Besides, the development of china's travel agencies is also hindered for the absent of a complete system of performance management which is the bottleneck to improve the organizational performance. So the purpose writing this paper is trying to find a way to design a performance management system which is suitable to the tourism industry in China and can improve the performance of the workers at the same time to realize the strategic goals of the industry.The paper redesigns the performance management system in C Travel Company according to the theories in this field with empirical research methods. It can be divided into 4 parts:ChapterⅠis about the basic theories of performance management which including first the purpose, content, method and process of systematic performance management, and then the principle and application of Performance Index(KPI). The emphases will be the relationship between performance management and two factors: strategy and human resource management, and then the process of the performance management will be discussed in this chapter.ChapterⅡwill be the introduction of C Travel Company. By analyzing the problems of this company, we will see the necessity of redesign its performance management system.ChapterⅢis the focus of the whole paper which is about the redesigned performance management system in C Travel Company. The key point of it will be the performance management of the guides which is a headache in most travel agencies. So in this part, I will attempt to provide some solutions to this problem with innovative thinking and effective measures. ChapterⅣis the evaluation of the new performance management system in C Travel Company, including its achievement, problems and experience.Generally speaking, the paper discusses the method of performance management about how to realize the organizational goal and increase competitiveness with a specific focus on the characters and problems of tourism industry. Though some opinions in the paper may not be comprehensive for it is based on the theory and my personal working experience, I still hope it can make some contribution to the establishment of a suitable performance management system in tourism industry.
