Over the past few years, more and more companies and the academic field have attached importance to modern salary system. The goal of establishing a complete salary system is to orient the human resource task toward a more strategic direction so that the organization can realize its strategic goal and maintain its sustainable development capability.In railway transportation industry in China, experience-based and rough management model still dominates most of the companies. Therefore, if they intend to maintain long-term sustainable development strength, they have to establish and make continuous improvement of their own salary system based on a careful study of the internal and external environment of their organizations.In this thesis, lots of related salary theories are selected and given simple introduction. Then it briefly introduces and analyses the condition of salary system existing in Shuohuang. It points out the weakness of old salary system in Shuohuang and uses Hay Group for position evaluation on the base of the principle and basis for building modern salary system. And finally it offers a set of practical salary system in current phase.This essay proposes the procedures and ways to establish the modern salary system of ShuoHuang Railway Company based on its current practice and situation. However, in the implementing process, continuous improvement is an important means to maintain the scientific nature of the system.
