With the rapid development of global economy, the traditional and simple competitive relationship between companies has become complicated, full of competition and co-operation. Strategic alliance, as the representative of the unique economic relationship, has been developing these years, and is becoming a new form of organization of the product.The rapid development of the shipping market and regional economy have driven the high growth of the port economic. As the largest port of Zhejiang Province, Ningbo Port has obvious advantages and develops fast, however, the present shore line of deep water cannot meet the need of the long-term economic growth, while Zhoushan Port, which lies to the opposite of the sea, is rich in shore line of deep water. The government of Zhejiang province decided to break administrative divisions, actualize the integration of Ningbo-Zhoushan Port to make it possible to share resource and have complementary advantages.Pilotage ,as a important apartment of the port running , has the character of public safety and compulsive, concerning the benefits of a port and a city as well as shipping companies and shippers. The duty of a pilot is to guide a ship in or out a port and berthing or leaving a berth safely, giving public service.Ningbo pilotage and Zhoushan pilotage are using Xiazhimen ,the same in-bound channel, pilotage areas close connected . However, since the two ports belong to different administrative divisions, they serve for their own port, and cannot share pilotage resource.
