Service-oriented Government Perspective Guangxi Land Requisition Compensation And Resettlement Problems And Solution

The implementation of Western Development plan and the Guangxi Beibu Gulf Economic strategy has greatly stimulated the economy of Guangxi, and it helps speed up the process of urbanization, as well as increase the demand for land. As the Land recalled by the government, the landless farmers will inevitably face the challenge of not only losing the land, but also the loss of basic living security. Therefore, the questions as how to reasonably compensate the farmers for their landlessness, and how to improve the unemployment and old-age security protection system, have become the urgent ones for Chinese government to solve. Therefore, exploring an active solution to economy development as well as the compensation and resettlement for the landless farmer on one side, and protecting the farmers'rights and interests on the other side to make sure the process of land recall , has become a hot research subject for the local governments.From the perspective of land acquisition compensation and resettlement home and abroad, combined with my professional study, based on the theory service-oriented government and the land requisition system, this paper discusses the topics of the implementation of land compensation and resettlement under the control-oriented government management, the continuing-land dispute, the compensation standards for land unified annual output value, and other phenomena, that is, the resettlement for landless peasants is too single, and the old-age insurance is not in place, also the land dispute mechanisms are inadequate and the petition work is not put in place, which affect the progress of land acquisition and damage the interests of landless peasants, and as a consequence, affect the image of the government. Through analyzing the underlying causes and the possible impact of those problem, drawing other province's successful experience on the land requisition compensation and resettlement, this paper proposes the solution of building a services-oriented government, regulating the government's land acquisition, improving the policy of unified annual production value standard, establishing a pre-deposit land acquisition system, and improving the mechanisms for petition and land disputes.
