The Research Of The Bot Investment Finacing Mode Applicated To The Foundational Facilities Construction In University

With the higher education shifted from elite education to mass education gradually. ,the absolute number of higher education resources has increased significantly, but the relative number still can not meet people's education demand and high-speed developed socio-economics'need. In this situation, we need continue to develop higher education and achieve higher education's popularization as soon as possible. This is not only very necessary but also very urgent. However, government's increase of higher education fund and public universities'tuition is very difficult currently. Infrastructure's financial issue has become a "bottleneck" for universities'large-scale development. This forces us to consider how to use market mechanisms to mobilize more funds for education's construction and development. Introducing BOT project financing mode to universities'infrastructure development is not only an expanding of BOT mode, but also another innovation and exploration of universities'infrastructure funding mode. Through build, operate, transfer model, it solve many difficulties (such as financing, operation risk, management backward) of universities'infrastructure construction and development successfully.Based on education economics and project management theory, this thesis make a comprehensive summary of domestic and abroad's experience of studying BOT financing mode. By fully understanding of the State Department, the Ministry of Education and Government's principles and policies& by referring to BOT financing model's successful case in enterprises, this thesis positively explore BOT financing model's feasibility, necessity and importance in application of universities'infrastructure construction. Furthermore, this thesis investigates implementation's specific operation issues (such as steps, scope) and proposes some feasible suggestions against the possible problems and difficulties. This thesis attempts to explore a new way for higher education's popularity and university logistics construction's socialization. Also hope it has certain reference value for improving and expanding our universities'diverse funding and project management theories. This article is divided into five parts, the first chapter proposes the BOT financing mode of university infrastructure problem, then introduced the study of domestic and foreign scholars on the status of this issue currently, and discusses the issues discussed theoretical and practical significance. The second chapter describes the definition of BOT financing model, characteristics, scope and operation steps, and analysis of the BOT financing model in each stage of the risk. The third chapter, on the use of BOT financing mode universities the feasibility and necessity of a comprehensive and in-depth discussion. Chapter four of the BOT financing mode operation in the university area, the steps and advantages, and through analysis of successful cases was verified. Finally, the author of the college application process of BOT financing model may face legal, risk, professional training and management and coordination mechanism, to provide the solution.
