On October 22,2014,the 21st APEC Finance Ministers 'Meeting was held in Beijing.The meeting reviewed and adopted the "APEC Regional Infrastructure PPP Implementation Roadmap." This marked that China's infrastructure construction has fully entered the period of policy and practice promotion for cooperation between the government and social capital.Many provinces and cities have launched large-scale PPP projects in the field of infrastructure public construction.However,the increasing number of PPP projects is in stark contrast to the limited revenue in various regions,which has prompted us to pay attention to the quality of PPP projects while focusing on the dramatic increase in the number of PPP projects.Overcome PPP project financing bottleneck,improve risk control,make it better applied to urban infrastructure construction.This paper is an applied research paper.First of all,based on the relevant theories and application research at home and abroad,this paper summarizes the connotation of PPP model and urban infrastructure project respectively,and analyzes the development of PPP project financing model in domestic and foreign practice.And the application of this model to urban infrastructure projects.According to the actual application of the PPP project financing model in the central area of Hexixincheng in Linfen City,find out the difficult problems in practice and sum up the difficult problems that need to be solved when using the PPP project financing model.From the key processes such as the operation structure,financing structure,risk countermeasures and coordination mechanism of the project financing model,we find out the corresponding reliable solutions,avoid the possible risks,and provide reference for the adoption of PPP project financing model for the construction of subsequent urban infrastructure projects.
