| In recent years,the number of students in Institutions of higher learning in China is on a moderate upward trend,which means that the demand for infrastructure such as dormitories and teaching buildings has risen.At the same time,students in the infrastructure quality requirements are also increasing.After the great expansion of enrollment in 90 s,with the continuous reform of higher education,higher education has entered the stage of paying attention to the quality of education.Improving the quality of education is not only reflected in the strength of the teaching staff,the level of scientific research,but also in the excellent infrastructure.However,the construction of infrastructure needs a lot of money,a long period of investment,a single source of funding for schools.In the age of enrollment expansion,many colleges and universities were burdened with heavy debt burden through bank lending in order to expand their campuses.Therefore,the demand for infrastructure and the demand for funds are two obstacles to the development of colleges and universities.We should introduce PPP mode to make use of the limited funds of colleges and universities to move the investment of social capital and realize the demand of infrastructure construction.But the application of PPP mode in our country is more concentrated,mostly used in rail transit,municipal facilities and so on.The course of application of PPP model in infrastructure construction in colleges and universities,compared with the ordinary social infrastructure and what are the characteristics of risk,risk assessment methods are applicable in infrastructure.These problems need to dicussion and analysis.This paper will combine the specific case to study the above issues.Based on the domestic and foreign research,this paper discusses the research status of PPP model and risk in the first chapter.The second chapter introduces the theoretical basis of PPP model and risk assessment.The third chapter analyzes the characteristics of China’s colleges and universities infrastructure projects,the application of the PPP model,the causes of the risk,and the university infrastructure PPP project risk identification.In the fourth chapter,the author defines the subject and the purpose of the evaluation,constructs the risk evaluation index system,and analyzes selection and introduction the steps of the evaluation method.The fifth chapter is the case study ofrisk assessment system.In the sixth chapter,according to the characteristics of the University and the results of the case analysis,the paper puts forward the corresponding countermeasures to the risk of the PPP project of the University infrastructure.The last part summarizes the main conclusions of this paper,and points out the shortcomings of this study and the direction of future efforts. |
