The level of infrastructure construction is one of the important indicators to measure the social and economic development of a region.Public transportation infrastructure system such as highway,bridge and railway,sewage pipe network,water pipe network,power grid construction and other people's livelihood infrastructure system,gas pipeline network Energy infrastructure system and other common urban infrastructure,infrastructure construction on the level of urban economic development and industrial development structure is closely related to the one hand,infrastructure construction can drive the local economic development,on the other hand infrastructure construction for economic development to create a good The basic investment situation of the infrastructure construction in the current poverty-stricken areas is relatively prominent.The government's direct investment model can not meet the capital demand of the infrastructure construction,and it is difficult to meet the residents' demand for infrastructure construction.How to find a suitable infrastructure for the poverty-stricken areas Construction financing model has become a new challenge.Government and social capital cooperation model(PPP)is the best way to solve the financing problem of infrastructure construction in ethnic poverty-stricken areas.This paper suggests that different financing models should be determined according to different types of infrastructure construction projects: PPP mode,such as urban parking lot,which is paid for the use of pure users,should be given priority to operating projects.PPPs with feasible subsidy for operating projects Model,focusing on the user to pay a detailed demonstration,such as garbage disposal,sewage treatment,pipe network construction and other projects;non-operating pure public goods projects priority to use the government to buy models,such as traffic integration projects,sponge city construction projects.For the industrial park,hospitals,schools and other investment needs of the priority investment in the use of financial leasing mode;stable income and has been operating for more than two years of the project can be obtained through asset securitization of financial support.In the specific operation,the government should fully mobilize the strength of the parties to the market economy to participate in the enthusiasm of economic construction,and gradually guide the government from the infrastructure construction leader to the supervisor,guide change;strengthen the organization and leadership,set up a special team,Facilities construction funds shortage problems,regulatory issues,leverage the role of financial funds,bigger and stronger local government financing platform to help enterprises listed bonds,broaden the sources of funds,gradually and standardization to promote the PPP project,do government compliance,government supervision Work,and actively with the local financial institutions docking,for credit funds to support;make full use of the state of poverty-stricken areas of support policies,to strive for more transfer payments;to protect the poverty-stricken areas of infrastructure construction needs,effectively promote the national poverty-stricken areas Sustainable development of facilities construction.
