Comprehensive benefits evaluation of Project plays a critical role in improving the scientific level of decision-making. Since the entrance into 21st century,China, with the great emphasis on the water scientific-technical innovation, has changed the direction of water control, realized the changeover from traditionalwater enterprise to the modern and sustainable water enterprise; it has increased the investment in water resources greatly and the developed the construction of water infrastructure on a large scale. In order to improve continuously the decision-making and management level of our water conservancy construction projects, we have to pay much attention to the importance of the comprehensive benefits evaluation, strengthen continuously the research on the relevant theories and methods, conform to the development direction of our water conservancy construction and introduce the concepts of sustainable water enterprise into the research of comprehensive benefits evaluation.In our country western part arid area, the representative significance continental river basin Kenswat Water Control Project in Xinjiang Manas basin has been choosed as the object of study , the following carrying out:First, based on the analysis of economic external characteristics of water project is expounded. To implement the scientific development views and promote the sustainable development of water enterprise, the paper makes the comprehensive benefits evaluation as the main point of the study, analyzes the significance, principles and contents of it, and discusses the methods of comprehensive benefits evaluation。Second, after summarizing the research findings and successful experiences at home and abroad, Comprehensive benefits assessment index system is put forward which contains four layers of frameworks, five types of effectiveness, and more than sixty indexes, and every index in the system is refined and defined.Last, empirical appraisal of comprehensive benefits to the Kenswat water control project is carried out combined with the related data of the project and the comprehensive benefits assessment index system established,aiming at examining the theory and methods of composing this paper.Via the research, It expects to perfect the theories, methods and application systems of comprehensive benefits evaluation of project and to provide guidance and reference for the comprehensive benefits evaluation of water conservancy construction project in our country.the benefit comprehensive assessment to the project is carried out by multilayer blurring comprehensive assessment method and artificial neural network, then, the relative objective conclusion is displayed in the paper.so, the Kenswat water control project is feasible.
