With rapid development of the number and scale of construction projects in China, the establishment of civil project management office is urgently needed in order to manage multiple projects, which can normalize the flow and method of project management, provide support and coordination for projects, enhance the information construction of project management and cultivate "learning organization"capability. In order to evaluate the management performance of civil project management office and provide evidence for continuous improvement, the performance evaluation index system and evaluation model of civil project management office is built in this paper: firstly, the performance index systems of the civil project management in the design and construction period are built where the function characteristics of civil project management office and civil project management are combined, the key performance index and balanced sore card method are incorporated, and the idea of combination of organization and project evaluation are integrated. Then matter element-analytic hierarchy process is adopted to calculate the degree of association value that performance indicators of each layer are linked with each evaluation level with use of the calculation method of correlation function when the weights of performance indicators of each value are determined. After that, the integrated evaluation degree of civil project management office is figured out. Lastly, one project management office in charge of a municipal road is taken to perform an empirical study where the performance evaluation index system and model are utilized to make evaluation of it, which turns out a satisfactory result, proving that the evaluation index system and model are scientific and practical.
