The construction of the city belt along the Yellow River in Ningxia is a great strategy of putting the concept of scientific development into effect, making the overall planning for urban and rural development and advancing the leapfrogging progress of the economic and social development in Ningxia. With the promotion of policy adjustment and development level, the scale of the cities along the Yellow River has developed into the formation of industrial belts from cluster, and risen to the economic region of the national strategy, reflecting the objective requirement for sustainable development and becoming the "golden triangle" area of building the ecological blockade, services and energy support and an important platform open to the western region, which has become an important level of economic growth of the western development.Based on the sustainable development theory, the paper analyses the real basis and necessary conditions of constructing the city belt along the Yellow River in Ningxia, introduces the necessity and future planning of constructing it and its effects. The paper, based on the relationship between population, resources and enviromental change and social and economic development after the city belt becomes the economic region along the Yello River, also researches into the relevant requirements of the sustainable development for population, resources and environment in the region along the Yellow River, and advances certain suggestions that the economic rigion along the Yellow River realizes population, resources, environment and social and economic development.
