The Research Of Coastal' Port-port Industry-port City' Development

Since entering the 21st century,'Beijing, Tianjin and Hebei'as core, the Bohai Sea region developed rapidly, and has become a new major economic engine after the two main economic zone as Pearl River Delta and Yangtze River Delta in China. From the national level, this situation reflects the China's overall industrial structure inclines to distribute the heavy chemical industry and energy distribution channels to coastal areas; from the regional level, it shows that the advantages of coastal port of'Beijing, Tianjin and Hebei'region is upgrading, and the heavy industries in China is concentrating to coastal areas.Against background above, the coastal port city of the Bohai Sea region (as Tangshan, Cangzhou, etc.)established a new round of City Master Plan to set new strategic goals of port development, industrial development and the development of port cities, which purposed on the industry form as'port-port industry-port city'to upgrade, transform, and enhance competitiveness. And how to raise the functional diversity of the port, collaborate port industry development and speed up the construction of regional central cities to exert their functions becomes the core of this paper.Addressing these issues, the contents of this organization divide in two parts:First, integrate theory with practice. The paper analyzed of the'port-port industry-port city'interaction among each other, the development law from cause and effect, brought out three experiences as the conditions of ports reform, the development of hinterland market and industrial chain extension organizations.Second, in view of the characteristics and learning from the project practice, the paper chose the Cangzhou Bohai New Industry Zone as evidence, identify gaps and the core elements of goals, to establish a development path and countermeasures from the dual-oriented objectives of development and regional strategy.Finally, the paper put forward the development vision and recommendations on the 'port-port industry-port city'of Bohai new economic zones.
