Sichuan Mobile Smcs Project Prince2 Applied Research

With the continuous integration of the communications industry, the market competition from operators becomes fiercer and the market strategy is also improved to the quality of service, the customer satisfaction and so on... In order to further continuously improve 40 million customers'service experience, Sichuan mobile begins to implement the 10086's integrated work in customer system under the group's unified deployment. At the same time Sichuan mobile begins to construct the 2nd customer center, and improve the service ability and mistake tolerant capacity. But the reform project (SMCS) faces the high technical complexity, the limited project time and the high uncertainty demand and cooperation difficulty with mass platforms and factories.Based on the SMCS's current project status, organization structure problems, technical complexities and other factual situations, this paper uses several methods and processes from PRINCE2 management system to guide the project's application and implementation. At the same time, during the gathering and the analyzing of the management ways in project's launch and implementation period, this paper summarize a useful operation way and template collection which combines the project management theory with telecommunication project.About the project's plan confirm in project's launch period, this paper proposes the compromising plan which combines the top-down way with bottom-up way. The whole plan uses the top-down way and the sub-plans from factories use the bottom-up way. This plan makes the project plan perfectly, at the same way the plan also considers the project's change management, which makes the foundation for later project's success.About the analysis of the risk and quality management in project launch period, this paper proposes the risk value calculate way and four parameters for risk definition. At the same time based on the analysis for quality management plan, this paper proposes the quality management system throughout the whole process of the projects.About the management way analysis in products'providing period; this paper makes the process management as the core, and also analyzes the work bags management way for mass factories'cooperation. This paper firstly proposes the work bag management ways including the delivery, control, and integration.About the management way analysis for project's implementation period; this paper makes the PRINCE2's Border management theory as the template action plan and also originally refines out the management review process for project's periodical summary.This paper summarizes and analyzes the project's theory use and implementation status, and firstly proposes the theory cutting way combining PRINCE2 theory with telecommunication project. During the analysis for all kinds of factors in theory cutting way, this paper proposes the operational methods which can use the theory better and completely combine the theory with actual operation.
