Project management has become core competence of project-oriented organizations. Project management maturity model is regarded as one of the main tools used to appraise organizations'current project management capability. In order to improve their own project management level unceasingly, the organizations must choose suitable project management maturity model to appraise their project management capability. Some related concepts, the origin and development of project management maturity model are firstly introduced in this paper. Then, several classical project management maturity models are compared and analyzed from many aspects such as the application domain, the model system, the appraisal perspective and so on. Their common points and differences are also summarized. Thus, the research provides extremely beneficial information for this paper to set up P2CMM. PRINCE2, which contains all basic concepts and flows that are necessary for controlling and managing projects, is an effective structured project management method. It separates the project management process and the concrete product development, thus provides a general method for the organizations. So it can be applied to each kind of project in any environment. This standard project management method has an important benchmarking and reference value to organizations. Profited from various classical maturity models, five maturity levels which the underlying principle is based on the concept of how the organization learns and responds to the knowledge gained are firstly identified. And then, the model index system is constructed taking the PRINCE2 process method and flows as the standard. Finally, a new project management process capability maturity model which is based on the attribute synthetic assessment principle is set up under the PRINCE2 project environment, namely P2CMM model. In this model, the investigation samples gained will be input to the attribute synthetic assessment system and processed orderly by the single index attribute measure analysis subsystem, the multiple index synthesis attribute measure analysis subsystem and the attribute recognition analysis subsystem. And then the overall organization and various processes maturity level will be located. A spider chart will be used to demonstrate the superiority and the inferiority of the key processes clearly. On realizing the disadvantages, the organization should carry on the pertinent improvement of project management capability in order to make the project management capability move towards a more mature level unceasingly. At last, a research on the P2CMM model serviceability was performed. By inputting a sample that produced stochastically to the model, the whole capability maturity values and the key process capability maturity values were obtained. On the basis of analyzing these maturity values, an improvement measure was proposed for the enterprise to adopt further.
