This paper has been written to elaborate the basic theory and development history and current state of domestic and international about project managements. This thesis describes the application and development of project management of weapon equipment, the characteristics and demerits of project management about device-level weapon equipment, and introduces us the desperate domestic demands for an efficient management method.Then based on the architecture of PRINCE2,(PRojects in Controlled Environments) a new proposal about the process of project management is put forward, and this proposal is tailoring and module to adapt to the diversification requirements of device-level weapon equipment. On the foundation, with the feature of state-owned military-industrial research institute, a tailoring and module process model is set. And it divides the project management in device-level weapon equipment into three parts, including preparing, starting up, and launching process.Finally, this paper shows the basic principles of fuzzy comprehensive evaluation model, which is based on the project quality, schedule and cost. With two real projects in different background, this paper adopted expert scoring method and fuzzy comprehensive evaluation model to evaluate the necessity of the tailoring and modular process model.On both of theory study and empirical research, this paper has studied the application of the project management method on the developed project of device-level weapon equipment, and a now idea of measurable evaluation manage process is presented. It gives a useful attempt in project management of the device-level weapon equipment developed project.
