In the past two decades, the civil aviation industry has been rapidly developing by 15% to 20% with the progress of China. Not only has the growth of civil aviation satisfied the increasing demands on the air transportation, but also helped China become an important aviation nation. Compared with western developed nations, the safety management of CAAC (Civil Aviation Administration of China) still has some weaknesses, proven by severe accidents and incidents. The goal of CAAC, to be a strong aviation nation, is facing many challenges.As the airlines become independent from CAAC and systems are reformed, laws are being implemented to govern civil aviation. CAAC issues a lot of aviation regulations after studying and analyzing the ones of FAA and therefore makes an apparent improvement in safety management and gets a top safety record in the world. The total amount of air transport has been dramatically increasing and the aviation operational environment is becoming more and more complex. It seems that it will be difficult to break through the bottleneck of current safety management if we only adapt the ways based on regulations.Based on the theories of public management and organization behavior, this paper comprehensively applies theoretical and hypothetical analysis, quantitative and qualitative analysis, and comparative and systematic analysis to study how to establish a suitable safety management system of CAAC.Following the process of innovation to the CAAC administrative system and safety management model, this paper also discusses the trends of the civil aviation industry and safety management. Through applying risk and safety theories, this article presents a picture of safety management system of CAAC by risk management application, improvement in safety culture, and policy support. |
