In the building management system of our country, the administrative mechanisms of applying for construction throughout the project cycle. As improving of the administrative mechanisms, laws and regulations about it become more and more clearly and defined. In addition, real estate project as a systems engineering, with strong integrity, continuity and timeliness. All sectors are closely linked and interrelated. Any changes on the part of it will bring up effect. This also has a negative impact on the time cost, schedule control, quality management. And then, ultimately affect the achievement of the stated objectives of the project. So, the Successful of project changes in real estate programming & applying for construction will enlarge the risk of program.In this paper, combining risk management theory and practice of real estate programs change the system, try to analyze changes in the Report of the program risk management. First, Study on the normal real estate projects to be built with real estate projects to be built on specific changes to reporting processes and reporting requirements of point difference. Secondly, according to order of the preparation stage, construction stage, acceptance of delivery stage of the real estate project to divided system of reported that construction into three periods. Again, Take measures of questionnaires, case statistics to identify risk factors. Through the process, analytic hierarchy process to identify risk factors evaluated. At the same time, theorized that used the system of "TPDC" to share, respond, monitor the risk approach to program changes. Finally, used the project of "Tongdu Commercial Street" to validate research results.Previous projects risk research studies that focus only on construction contracts, construction, finance and other factors. For the risk management of project changes in real estate programming & applying for building to be general or simply ignored. This paper aims to find solutions to change the real estate to be built in the risk management and control mechanisms, and hope thereby mechanism to complement the real estate project risk theory, the system architecture is more complete.
