With the increasing attention to aviation safety,the safety management level cannot meet the requirements of the civil aviation authorities for the increasing aviation activities.How to ensure that safety risks remain at acceptable levels?This grim situation has promoted the emergence and implementation of modern safety management system,and put forward requirements on how to implement safety management system(SMS)for civil aviation maintenance enterprises.This article focuses on the safety management of H company.Based on the understanding of the basic theory of the SMS,this paper applies the SHEL model,combines the problems encountered in the construction and implementation of the SMS,and proposes the improvement plan from the safety system.Implement the improvement programs step by step,encourage all members to participate in the establishment of a good safety culture,and achieve the goal of improving the safety level and risk management ability.Finally,design the improvement scheme to improve the SMS,forecast that the greatly increased the ability of risk management,safety and effect,economic benefit is remarkable,safety culture to a new level,show the design of these solutions to the existing safety management problem is quite effective,has strong operability.In this article,the research results indicate that,the enterprise to build the suitable SMS,not only for safety management theory as the instruction,more should start from the existing company actual situation,proposed targeted improvement solutions to existing problems,combining with its management mode and business characteristics,to better enterprise management requirements.It has great significance for those maintenance organization who would implement SMS.
