Process Evolution And Management Model Research Of Land Reclamation Project

In order to strengthen the management of land reclamation and to do the job well, including preparing and reviewing the land reclamation plan for construction projects, Ministry of land and resources enacted a notice concerned of preparing and reviewing of land reclamation plan. In this notice, Ministry of land and resources requests any units or an individual who has the possibility of causing the destruction of land must prepare land reclamation plan and submit to the relevant departments for reviewing. If the plan not qualified, the government will not approve the construction land, not issue mining licenses or not through the yearly check. Since then, the system of land reclamation plan has been established.The system of land reclamation plan has been proved an effective supervision for the government to restore the land, which has been destructed by the construction units. Land consolidation and rehabilitation center organized the first review of land reclamation plan on June 15, 2007. By May 2008, the center had reviewed sixty-five plans. By May 2009, the number has increased to one hundred and sixty. While the management of land reclamation achieves good results, the work of submitting, approval and administration the land reclamation scheme is strengthening.How to do the job well become the one of the next important research content of land reclamation project management, including prepare, submit, review and manage the land reclamation plan.In view of the above questions, this paper propos a design scheme, which named Land Reclamation Project Management System (LRPMS). The system realizes convenient and efficient management for reviewing and submitting the land reclamation plan. Meanwhile, this system constructs a new mode of land reclamation management methods from the angle of information management, which can provide methods and selections for the management of land reclamation.
