At present, in most of the oil storage and transportation enterprises, the distributing oil supervisory and control system could only meet the distributing oil operational needs, and don't integrate other sectors of the storage and transportation enterprise closely. So they can't share information and make operation jointly to improve the overall efficiency.There is two main control project can be drawn by analyzing the traditional oil supervisory and control system .The central part of one project is using PC + PLC as the main means of control and the other is using batch controller. Both options have their advantages and disadvantages which were elaborated in the text. Although they all meet the requirements of industrial production at that time, they have many limitations in meeting modern industrial production requirements.Analyzing the network structure, the network structure of the traditional distributing oil supervisory and control system is single and the use of RS-485, DH +, DH-485, Lonworks, remote I / O network and so on is more. This structure can't provide enough information, can't configure online, can't reach a high rate and can only expand a limited scale. All the constraints in performance force us to build a new network structure of distributing oil supervisory and control system.With rapid developing of modern control network technology, after the analysis of the architecture of the current three layers industrial control network, new distributing oil supervisory and control system is designed. The use of industrial Ethernet extends the scale of using control data to whole enterprise. Meeting the special needs of data for real-time and certainty in the control system, control network is used in the control layer. The entire system can reach a high performance, may not be restricted geographically on full access to all the systems of the whole oil storage and transportation enterprise, and can provide more location data which make easy to maintain and manage. Because the system is open, other systems can easily access or be accessed for future extensions.In the implementation of distributing oil supervisory and control system ,for the electro-hydraulic valve which is important in the distributing oil process to control flow velocity, fuzzy control algorithms is used to reduce the number of actives which can make the electro-hydraulic valve service more but the control precision is satisfying to completely meet the production requirements.The system is in practice and the performance proves its design reasonable and reliable.
