Hydropower station simulation project is a platform for timely data supervisory control and management in 3-Dimensional (3-D for short) scene which is based on Virtual Reality technology. It contains three modules: Data-Collecting Module, Central Processing Module and Human-Computer Interacting (HCI) System Module. The Human-Computer Interacting System Module is responsible for providing Human-Computer Interaction interface and interaction operations of three-dimensional scene to users; also its function includes transforming users'interaction operations into data information for Central Processing Module, so that information and data can interact between the hydropower station simulation project and the users.In this paper, under the thinking of'User-Centered Design', from the user's requirements and the research on users'mental and behavior features, methods for HCI design of 3-D scene is analyzed incorporated with the research of modeling methods for 3-D scene.Methods for HCI design of 3-D scene includes: HCI design factors analysis of 3-D scene, modeling methods for 3-D scene, HCI task analysis and research of 3-D scene, research on users'mental and behavior features, implement methods for 3-D HCI System and usability assessment of the System.HCI design factors analysis of 3-D scene takes the environment of HCI System as research object. HCI design methods for 3-D scene include 3 factors: interaction principle of 3-D scene, user research on interaction device and methods. Research on interaction principle of 3-D scene depends on modeling methods for 3-D scene. User research takes the methods of questionnaire survey, interview and comparison testing, all of which are focused on the research of users'mental and behavior features. In this paper we make innovations of interaction device and methods by integrating the 3-D scene with user model. After all these research, we can bring out implement methods for HCI Design of 3-D scene, which after usability assessment will provide simulation project a professional resolution for HCI System of 3-D scene. Innovations of this paper includes: matching user mental model with 6 degrees of freedom in 3-D scene and multilevel design for users'interaction behavior. These innovations all aim at improving the efficiency of HCI System, which means reducing users'learning cost and error rate, so that the efficiency of the whole project is improved.
