As the internet has been using large-scaled, virtual reality technology and e-government system has speeded up to be applied in our daily life. The e-government system will obviously be easier, more interactive and interesting to use if the e-government application is developed based on VR, to combine the real and virtual office perfectly. As the processes of e-government business is complicate and flexible, in the meantime of building e-government affair application, selecting an appropriate VR technology to display and man-machine interact will be a valuable attempt of integration of the two technologies, and a new topic and challenge.In the thesis, a requirement analysis methodology is firstly used to research the application characteristic of e-government, and focus on the core of e-government application - workflow technology. By the way of analyzing the design and runtime status of e-government workflow, a technology architecture of e-government workflow is built, a XML standardized definition of service flow and database entity definition of process instance are proposed, also a solution of service flow deadlock is provided.Secondly, the thesis presents a comprehensive introduction to most recent VR technologies. In order to concurrently develop and link up VR technology and e-government, a EGVR engine technology is proposed. As a middle layer, trough core modules like public call services and interpreters, the EGVR engine makes the VR and e-government loosely coupled, and makes the service data flows and command controlling flows interact in real-time.To further verify the research finding of the e-government based on VR technology, the paper combines with the practical application - 3D e-government service hall. The EGVR engine is used in the system to solve difficult issues such as collaboration and technology connection between developers of VR and e-government, also to show the business logic of e-government to the public in the form of virtual scenes and personal characters. The application shows that: by the mean of EGVR engine, the integration of VR technology and e-government application is feasible and effective; the usage of VR technology significantly enhances the user experiences of e-government.In the end, the paper concluded with future directions.
