In recent years, the building of E-government has been a hot field all the time in our country. It has obtained certain achievement, but faces two main problems: The first is the question of detached island of information; the second is the integration of E-government. That is to say: The data format between the isomorphic or isomerous platforms in every department is not unified, every business system isolate, the information can't circulate directly and fleetly, it can't form an overall and uniform E-government platform, can't provide the real "one stand"service to users, and hinders business efficiency seriously. The building of E-government needs urgently a perfect solution, a uniform informationization process and a real E-government platform without obstacles, makes those isolated business system in every department integrate closely, and realizes the maximal improve of government's business efficiency. This is also the problem which must be solved in our actual E-government construction stage. Web services is a new kind of Web application, is a kind of software groupware that can be visited through the open internet protocol, and represents the integration of groupware technology and Web technology. Because of such advantages as open, operate mutually, the irrelation of language and platform, etc., Web services has been the first solution in isomerous system integration field. It has been supported by most software manufacturers and has a wide application prospect. Workflow technology is a technology that is widely used by industry and develops rapidly. It mainly realizes the automation of business deal process, and harmonizes the work between users and applications. With the development of technology of software and hardware, especially the rapid popularization of internet, Workflow technology is not only used in traditional official departments, it has expanded to the new official environment where a lot of departments cooperate to finish the work. Workflow system need improve on the isomerous system integration application, reliability and independency of platform. During the present building of E-government, E-government workflow system is the first problem that should be resolved. This thesis discusses respective characteristic and excellency of Web services technology and workflow technology, analyze the probability of the integration of them, prompt the E-government workflow system model based on web service technology, and provides the design and implementation of the main part in the model. Summarizing, this thesis has carried on the research of the following several content mainly: 1) It analyzes and summarizes the current situation and the main problems of E-government, and studies how to integrate the past informationization achievement into the future E-government system using the minimum cost. 2) It analyzes the technological characteristic of web services technology that is a distributed technology, and advantage in solving the problem of somerous system integration. It provides the method that solves the information alteration between each somerous business system, and establishes the foundation for implementing the E-government workflow platform. 3) It the probability of the integration of them, studies the framework of E-government workflow system model based on web services technology, and provides the elementary implementation scheme. 4) In this E-government workflow system, we study such key parts as the definition of workflow model, the information transmission mechanism based on SOAP protocol between workflow engines, the design of workflow engine, etc. 5) It analyzes the current situation of Nan'an borough, and provides the framework of Nan'an E-government system that bases on the E-government workflow platform.
