IP technology rapidly develops due to its simple, free and open network structure. IP technology is applied to telecommunication industry to reduce complex network and high construct cost. This paper introduces development of current fixed and mobile networks, describes the technique requirement of telecommunication IP bearer network, especially focus on integrate the requirement of application service with IP network, and it presents a model of IP telecom network model which makes IP bearer network with high security, reliability, QOS, operation ability and high available ability, supports abundant services and carries telecom level operation management ability in the 3G/NGN age.This paper start with analysis of 3G/NGN service requirement in IP bearer network, and network topology, routing design principles are introduced with the 3G/NGN services traffic model analysis and calculation. Based on the technology of QOS, high security and reliability issues, a IP backbone network and metropolitan area network schemas was descried in this paper.Finally, several IP bearer network cases including China Mobile, China Telecom, China Netcom are discussed and approved with the possibility of QOS, security and reliability issues. And it is also approved the conclusion of this paper, telecommunication network is develop to IP bearer network with IPTN and IMS.
