The gradually realizing of the heterogeneous networks's fusion and unified in core network level based on IMS framework, and the all-round studies and validation to IMS network in network evolution,the fusion multimedia services provisioning, the network communication and operation management, are first step in network evolution of China telecom.China telecom expect the whole business network based on IMS can give the user more abundant business experience, and expect IMS can inject new vitality for enterprise's sustainable development and reveal differentiation competitive advantage.In the context of IMS network planning, this research work study further to the aspects of IMS system structure, IMS standardization progress, IMS technology advantages, IMS network positioning, IMS related technologies in heterogeneous network (such as fixed network, 3G mobile network, WLAN network) fusing. This article also analyzed the network's status and development needs of Anhui Telecom. The Anhui Telecom's IMS network planning scheme and the services based on IMS network implementation scheme are proposed, and the next Anhui Telecom's IMS network operators key technical programs are designed. The plan will take into account the existing operating system and network technology environment, IMS technology advantage to play as much as possible.
