The 3G or beyond 3G radio transfer technology makes video call possible, people want to enjoy more and more video services using the smart phones, such as Internet service. With the saturation of traditional call services and value-added services, communication companies hope to find new business growth and provide some information service, not just as the communication channels. The tradition 3G core network using the circuit-switched technology encounters some problems because the network elements are so closely to each other when attempt to provide more services. Then IP (Internet Protocol) multi-media subsystem is been proposed to solve these problems. Base on IP and packet-switched technology, IMS come up with the independence of session control and service control. As a unified session control layer, IMS provide the convergence of the heterogeneous network with a strong support.CRBT is very popular due to its personalized attribute and bring us with many benefits since its birth. MRBT (Multi-media Ring Back Tone) is a plus to CRBT (Color ring back tone) with video-ability. With the construction of 3G network, MRBT is also popular.On this occasion, it is developing constantly as one of the characteristic services in 3G network.Based on the ideas of intelligent network, the traditional MRBT system can operate very well in the circuit-switched network. But with the convergence of networks and services, it is gradually exposed some problems, such as the difficulty of developing service, the inconsistency of service on different networks. In order to solve such problems, this paper implements the MRBT system on IMS domain. First, it analyzes the total structure of the MRBT service provide system, discusses three different signal processes, and implements the system based on NCSP. Then it analyzes the general framework of the MRBT service manage system, discusses the data synchronization between the service provide node and the service manage node, which is the basis of the unified portal and the consistency of service, and implements some modules of the system based on open resource. The last of this paper is about test and summary. Through functional test and performance test, it shows that the design and implement given earlier is feasible.
