The information systems have the properties:geographical dispersion, data distribution and interaction among members demand flexibility in a changing environment. An agent is used to denote a human or computer system software with the following properties:bounded autonomy, reactivity and cooperation. Based on this, introducing Agent techniques into the process of command and control system integration will solve the problem about flexible dynamic system integration. In multi-agent system, it is required to collaborate between Agents since an agent has limited capability, so a multi-agent intelligent collaboration model by the improving the traditional contract net protocol is presented.The contract Net Protocol (CNP) has been applied to the negotiation in Multi-Agent System. On the basis of the research on traditional CNP, by improving its ability to deal with dynamic environment, this paper presents a Contract Net Model based on Agent Active Perception (CNMAAP) to improve the efficiency of negotiation. With the introduction of a perception coefficient and a parameter for the degree of credibility to CNMAAP, the paper puts forward the tendering strategy for contract manager and the bidding strategy for contract tender, after which an analysis of the efficiency of CNMAAP is made. First of all, the relationship between services is configured by using the service process configuration model based on multi-agent cooperation according to the requirement of users. Agents collaborate with each other by using the intelligent collaboration model based on CNMAAP in support of the system integration framework and the control Agent is in charge of the execution of the service flow. The above process is finished without people's participation, which increases the intelligence of multi-agent collaboration and improve the flexibility of system integration. Finally, the intelligent collaboration model is applied to the Agent-based system integration tool, and the Border and Coast Defense simulation system is experimented as a test case. The successful integration of the various modules in the system verifies the high effectiveness of our model.
