The Design And Achievement Of Business Treating System Of Treasury Information Taxation Network

Transverse networking of the finance, tax, treasury and bank departments refers to the finance, taxation bureau, customs and bank departments take advantage of information network technology to rate payment to state treasury directly by means of electrical pay-in treasury, and achieve the pay-in treasury management pattern of information sharing. The traditional pay-in-treasury is manual operation, namely Several departments input relative information repeatedly and deliver paper tax payment receipt to each other. In this mode, many problems turn up. On one hand, paying-in takes a large amount of time, the feedback of pay-in-treasury information can't reach in time and funds risk points are scattered. Meanwhile, with the increasing change of the reform of the fiscal and taxation systems and as the portfolio of budget enforcement increases, the problems caused by the traditional pattern come into focus and conflicts grow in intensity. Therefore, some districts attempted to develop transverse networking system, reducing the load of work to an extent, improving the process of pay-in-treasury, and realizing the electrical processing of tax receipt information. But for lack of unified arrangement and guidance at the beginning, the construction of networking system in different areas is diversified, of which the business standards are not unified and the regulations are not normative. Furthermore, lacking the full and enough knowledge of the development prospective of the networking business as well as the collection, organization, processing and analyzing of information is also a severe problem. And repeatedly developing networking system has caused a certain waste of fund. Thus, in order to meet the interior need of Treasury collecting, processing and using relative information, the Treasury Bureau of the People's Bank of China State, develops,constructs and extends Treasury Information Processing System in treasury departments, considering the general requirements of treasury data and informatization construction of People's Bank of China State,As a business personnel of a subordinated unit transferred by the Treasury Bureau of the People's Bank of China State, I participated in investigation and survey and analyzing of systematic demands. By surveying the present situation of treasury information processing and according to software development life cycle, I just deal with the process,that is the requirements, a summary analysis and detailed design and code realization as to real-time tax deducting business, lot tax deducting business, write-off business, exit exchequer business, rectifying business and withdrawal business. In accordance with the principle of system design, we take advantage of JAVA Language, and realize the hierarchical system development. What is more, we adopt the proposal designed by C/S system construction, and employ Microsoft SQL Server 2000 database to perform back-end database management, and design the technology of treasury information proposing. Moreover, the text analyses the system's functional demands by UML modeling language and adopting use-case diagram and use-case processing and describing.This essay only analyzes and designs about real-time tax deducting business, lot tax deducting business, write-off business, exit exchequer business, rectifying business and withdrawal business. The staffs can levy the tax deduction initiated by the institutions and the taxes initiated by the banks. They also can initiate tax deduction information one by one. TIPS transmits real-time tax information to payment bank. Tax authorities transmit batch reductions message to the payment banks assigned by taxpayer through TIPS. National treasury pins signal processing in TIPS according to paper deposit warrant. TIPS have functions such as sending revocation request and cancelling business. It meets the need of the centralization of each unit of database in the network and provides shared database for different departments to store database information intensively.It is convenient to solve the problems of the computer management of the national treasury by the design and realization of treasury information and revenue networking processing system through the research of the need of treasury information and revenue networking processing. What's more, it also improves the level and efficiency of information processing of the national treasure.
