With the rapid development of Chinese economy, the annual state revenues and expenditures is growing fast. Traditional manual treasury statistic faces a series of problem. So it is important to use information technology in treasury statistic to improve statistic quality and further push forward the informational process of treasury statistic. This paper discusses the relative issue of the information oriented treasury statistic (ITS). As far as the arrangement of the logic structure in the dissertation is concerned, it interprets step by step from theory to practice.In the theory part, first explain the theories of the information oriented treasury statistic. Although ITS is appliance of information technology to treasury statistic, its meaning can't be limited in this small range. Then I provide my viewpoints after the extensive discussion on the notion of ITS. Besides, I provide the main goal and principle of construction of ITS in the theory.Second, this paper studies the relationships between statistical information system (SIS) and managerial system. The construction of SIS is based on managerial system. Different managerial system should have different SIS. So in this chapter, I try to analyze the conditions and mode of construction of SIS, as well as the advantage and the shortage, in the different managerial system.Third, this paper studies the relationships between ITS and human resources. As we know, SIS is a man machine system, it assist statistical personnel to do the business. To achieve the goal of construction of ITS, we need high quality worker.
