| Along with the rapid increase in the number of enterprises, the existing network coverage of current tax system has encountered difficulty in meeting the requirement of the overwhelming majority of its user base. In order to meet the need of the taxpayers who want to pay taxes everywhere and at anytime, the revenue system considered to cooperate with banks. With their wide spread service networks and advanced networking technology, tax collection, tax enquiries, contract signing, bill printing, reconciliations, and other transactions can be done at the bank branches on real-time bases. Better and more efficient services can be provided with no extra cost. However, in order to cooperate, the two sides first need to have interactive data platforms, hence, TIP (the Treasury Information Processing)networking system needs to be developed.The problem TIP need to solve is how to develop a communication system which can support multi banks to do business at the same time and parallel data processing. The key techniques are the software stability and the real-time data processing. Since each bank will develop its own client software, the traditional C/S structure was adopted. The banks will be responsible for sending pre-processed data to the data center of the People's bank and to receive processed data. The data center of the People's Bank will be primarily responsible for data processing and the return of results .The UNIX system is used to ensure the safety and stability, which guarantees the normal operations. Most of them were programmed using C language; it is easy to be migrated to other system. The system can be classified as a network communication module, transaction processing module and Database operation module, in order to facilitate future maintenance and software upgrades.In this article, the background of the business on agent and its proceedings in the world were analyzed, and the main problems were also addressed. The whole system was outlined. The need for the system was analyzed. The system structure was designed. At the same time, the techniques and methods of solving the key problems in developing the system were presented.By using this system, all the extant fee sites, equipments and networks of banks can be used without large amount of investment. Different payment methods were provided by the bank, such as cash payment and credit card/debit card/passbook payment. Therefore, remote payment and settlement can be easily achieved. The system is featuring high data security and real-time processing. Different banks within the network can be chosen by customers and the waiting time can be greatly reduced.In recent years, with the economic development of Jinan, the tax collection business is increasing rapidly. In 2003, the total tax collection has reached 2.38 million transactions within the service coverage area as well as 20,000 tax return transactions, 32,000 funding transactions, 7000 correction transactions, and business is keep increasing with a rate at 200000 transactions each year.
