With the rapid economic development, the environment has also been polluted to different degrees. Therefore, strengthening environmental monitoring and control to prevent serious environmental pollution incident has far-reaching and important social value. Environmental pollution monitoring sites are widely distributed, multi-point features.Therefore; we must establish a Internet-based environment for real-time monitoring system, to achieve the online monitoring of environmental factors within the region.It has a direct and important role to timely grasp the environmental conditions, causes of environmental pollution and effective control of the formation and spread of environmental pollution.In this paper, it describes methods, technology and software implementation of the results based on Internet using software engineering. Describes the system requirements analysis, business process, basic Network architecture, software architecture design, data structures and database design, remote data acquisition program, data communications, data processing of control center side and analysis methods, and so on.The system utilization a number of advanced IT technologies such as Internet technology, sensing and monitoring technology, data communications technology, database technology, and so on. Through wireless or wired network communication channel between environmental Monitoring Centre and the point of monitoring equipment to monitor environmental factors.It forms the city's state control, provincial control, municipal control environmental monitoring and control network elements.It can capture real-time monitoring of the environmental factors of the environmental factors point monitoring data, and transmit to the regional environmental monitoring center.Achieved in the environmental monitoring center of the environment all-day, continuous real time monitoring and analysis.System uses the combination of C/S and B/S software architecture, to make remote real-time monitoring and control integration.Through the development and implementation of the system, it provide advanced technical support and basic data for environmental regulators.
