In China, the railway has been played a very important role in the transportation system for a long time. Jinan Railway Bureau, which is located in East China, plays an important role in the whole traffic transportation and security areas. Meanwhile, the technical equipment is being developed in the direction of microelectronics, digitalization, networked and intelligence. There are8825.94km railway lines in Jinan Railway Bureau and many unmanned engine rooms are located along the railway. In order to follow the principle of high-security, high reliability, low maintenance and no watching and to ensure the stable and long term operation of the microelectronic devices, it is particularly important to use the power and environmental monitoring systems to have a remote monitoring of the equipment operating environment.According to the present and future development trends of the power and environmental monitoring (PEM) systems and combined with the usual working practices, this thesis took the Jiaoji Passenger Line which is an unmanned engine room PEM systems as an example. It designed the overall structure and the software structure for the system. It also gave a detail description of the composition of the system equipment, the setting of the various environmental parameters and the TCP/IP protocol. Combined with the alarms generated by the monitoring system, it stated the data transmission based on TCP/IP protocol. The main contents are:1. The overall structure of the system was designed. It included three parts: monitoring center system, monitoring system in engine room and Ethernet. The detailed explanations of the function of the main equipment in every part were also stated in this thesis.2. The software structure of the system was designed. The software in this system was divided into operating station software and monitoring services software. It also designed several functions of the parameter setting, remote operations, alarm history inquiry, and so on.3. TCP/IP protocol was introduced in this thesis. Advanced computer technology, software technology and network technology were applied in the system. So it could take the TCP/IP protocol as a kind of embedded application, which embed the TCP/IP protocol into the main machine and made the every engine room become an independent node to receive and send the signal by TCP/IP protocol.4. It also stated the design and realization of the data transfer of the power and environmental monitoring systems in Jiaoji Passenger Line based on TCP/IP protocol. The functional modules of the main monitoring system in unmanned engine room were designed and an example of the actual alarm was introduced to account for the monitoring system of the data transfer based on TCP/IP protocol. It realized the advantages of facilitation in maintenance, centralization in management and microcomputerization with the application of the power and environmental monitoring systems in Jiaoji Passenger Line.
