As the data source of environmental protection, measurement of pollution, foundation of environmental decision and management, on-line environmental monitoring plays an important role in environmental protection. With the development of embedded technology and network communication technique, research on distributed monitoring system has not only great social economic value but also important strategic meanings.Original on-line environmental monitoring subsystem with industrial control computer as hardware and software core platform, which uses 8 and 16 single chip as prepositive sampling equipment to access kinds of analog and digital monitoring data and its data acquisition subsystem based on multi-platform Java, it has several shortcomings, such as reliability scalability and project cost. So the hardware and software platform based embedded Linux and ARM9 is presented in this paper, plug-in and anti-control design thinking is used in this project to achieve that the control-center controls and supervises the distribution sub-station. According to be achieved needs of the data communication and monitoring task, data storage and variety of communication such as GPRS are designed in this subsystem and it achieves COD and flow meter data to access. The main work of this paper could be summarized as follow: establishment of embedded development environment, the configuration and tailoring of Linux kernel, transplantation of embedded Web server and external device drivers such as camera based USB interface,the development Java Runtime Environment,achieving some of Java program part of the original system and analyzing the Detailed design of prepositive sampling equipment such as flow meter.At the same time, intelligent alarm and video monitoring based on embedded Web are applied in this environmental monitoring subsystem. Transplantation of UDHCP program to distribute net address automatically, increasing smoke and human body sensor module to capture abnormal situation, writing intelligent e-mail based SMTP protocol and SMS based on AT command program, when the senor module triggered I/O signal, the intelligent alarm subprogram transmits exception information and video data to the mail and mobile phone of designated officer; the multilevel user rights control program based on embedded web video monitoring which is writed with CGI, improve the security of monitoring data. These function module makes the environmental monitoring achieve unattended duty,it is very important to improve the system intelligent and prevent illegal discharge.
