With the integrative business system of new generation for the bank wholly operated,the management method and mode of respective bank have profoundly changed. To adopt the comprehensive bank clerk system and unify the reception business is a significant reform for the finance system. However, the bank desperately need a reasonable, rapid and accurate statistics assessment method for tellers' qualification check, in order to improve the management level of bank clerks, cooperate salary reform and promote and deepen the comprehensive bank clerk system. Therefore, how to fully activate marketing enthusiasm of company's customer and manager, comprehensively display the marketing results of any customers or managers in the whole bank and provide the performance appraisal with data supporting are the important issues for the state-owned commercial bank.This paper uses object-oriented ideas and uses unified modeling language as a design and analysis tool, analyzes relevant business demand and system analysis of comprehensive business in the process of system design. In view of system and the user's characteristics in form, it adopts B/S structure model, also uses multi-level software function architecture. But technology adopts Structs+ Spring framework on basic of MVC Java for programming language, use XML configuration and DAO, Hibernate related technology to achieve teller portfolio management in the comprehensive performance evaluation process, trade classification management, staff assessment information management, personal financial business view and other functions. In terms of security, system adopts authority management based on the resources role, which enhance the system operation safety. By querying interface providing inquiry services, internal system providing complete business processing interface operation or querying data realizes is to provide sharing information for the external system.This paper has firstly analyzed the overall business needs of comprehensive performance evaluation system of firm's customs and managers; It also has divided the whole work process into the portfolio management, evaluation information management, marketing information management, system function and other parts; For each part, It has done some detail's use case analysis and has completed basic function division of the comprehensive performance evaluation system. About the function design, we have taken the functional diagram, timing diagram and other main means to do a detailed design for the performance evaluation function. Finally we also have used multiple screenshots to describe comprehensive performance evaluation system's realization and described the designing of the system of the key technologies.It is to provide a good service environment for the company's customers and managers, better to attract users and administrators to assess comprehensive performance. Meanwhile, it is further to optimize the network environment of the. comprehensive evaluation performance to form a special web page with company style and also form various contract templates and convenient network environment to attract more users and make more contribution for the comprehensive evaluation performance.After adopting this system, the company's customers and managers may realize the employees'business classification, staff's appraisal and other business; It also can improve the efficiency of the evaluation of firm's business management performance and the quality of the management performance.
